CDII — Community Development Initiatives International NPC
Community Development Initiatives International NPC (CDII) is a registered South African Non-Profit Company incorporated on 13 November 2012 under the Companies Act 71 of 2008. CDII is the registered NPC, the approved Public Benefit Organisation, and the legal entity through which all activities, obligations, and programmes are conducted.
CDII provides the governance, compliance, legal, and programme infrastructure through which South African communities are reached. As a B-BBEE Level 1 contributor and s18A-authorised PBO, CDII operates to the highest standards of corporate governance — aligned to the King V Report on Corporate Governance for South Africa 2024.
CDII is a registered Responsible Party under the Protection of Personal Information Act 4 of 2013, IR Registration No. 2025-008244.
We MiND Foundation — a division of CDII
We MiND Foundation is the public face of CDII, operated through www.wemindfoundation.co.za. It is not a separately incorporated entity. All statutory obligations — under PAIA, POPIA, the Companies Act, the NPO Act, and applicable tax legislation — are discharged through CDII as the registered NPC.
We MiND Foundation gives voice to CDII's community purpose: identifying need, enabling opportunity, and creating achievers across South Africa's diverse and dynamic communities. Every programme, every disbursement, and every partnership is delivered through We MiND Foundation's platform — governed by CDII's Board.

Three directors. Equal standing.
CDII is governed by three co-directors appointed 13 November 2012. All directors hold equal standing — no director holds a "Project Lead", "Legal Advisor", or other differentiated designation at Board level.
Mapula Patricia Tlhagale — Director of CDII since founding. Brings extensive experience in community development, programme management, and stakeholder engagement across South Africa's development sector.
Johannes Lodewikus Allan — Director of CDII since founding. Designated Information Officer under POPIA s55(1) and Head of Private Body under PAIA s1 and s51(1)(b)(iii). Operations and governance lead.
Donald Bernard Leffler — Advocate of the High Court of South Africa (non-practising). B.Comm, LL.B (Wits), Dip.Mark.Man, HRP. Independent Legal Practitioner and Adviser operating through Leffler & Partners Legal Advisory Services. Serves as Deputy Information Officer under POPIA s17(1).
We MiND Foundation works with a wider circle of programme contributors, advisers, and partners. David Viljoen and Trish Armstrong are associated with We MiND Foundation's programmes and public engagement. They are not directors of CDII and are not members of the CDII Board.

Soshanguve, Tshwane
Phase 1 construction complete — roof, perimeter fencing, and foundations. The Soshanguve ECD Centre is a tangible example of CDII's commitment to building lasting community infrastructure. The project is independently verified for B-BBEE SED, s18A tax purposes, and King V ESG Social Pillar reporting.
